"No No Touch Your Pee Pee"

I need help! Every time Lily gets even partially naked, she goes to town touching her "pee pee." It's more like scratching and clawing. I've taught her "no no touch your pee pee," but I don't want her to get a complex and think that it is a BAD thing, which it's not. She just doesn't understand if I try to tell her not to claw at it. Do any of you experienced moms have any words of wisdom? Maybe I should start reading her the Vagina Monologues...
